A Delano man has been killed on northbound Highway 99 while walking in the roadway.It happened a mile and a half north of Merle Haggard Drive. 36-year-old Ruben Quevedo, Jr. was a pedestrian on the freeway and was struck by a car just after 11:00 Monday night. The CHP isn’t sure whether alcohol was a factor as to why the man was in the roadway, the car driver was unhurt.
