Two people whose bodies were pulled from local waterways are identified as 37-year-old Kim Phov of Long Beach and 26-year-old Mando Kaphen of Hemet. Phov was not wearing a life vest when her raft overturned July 8th on the Kern River at Hart Park, she turned up in an Oildale canal July 13th. Kaphen went missing July 2nd, his body washed up Sunday in Wofford Heights.
