The Kern County Library’s northeast branch had its grand re-opening in a new location on Oswell Street near the former East Hills Mall. Denise Carrillo says it’s a place to go on a hot summer day and feel right at home.  Thursday’s ceremony included a ribbon cutting and recognition of several volunteers, who contributed 456 hours to help refurbish the former credit union building.
