The 5th District Court of Appeal in Fresno has halted a plan to expand a local refinery and let more crude oil trains roll through Bakersfield. Environmentalists had sued to stop the Alon USA project on Rosedale Highway and Fruitvale Avenue three years ago because of safety concerns.

Tuesday’s decision means county supervisors must consider a new environmental impact report before voting on the project.
