Bakersfield police say their officer of the year is Carlos Arvizu and their top detective is Jared Diederich. The two men were recognized Wednesday at their annual awards ceremony. The top civilian employee is Edwina Tripp and Alison Webb was given the honor for top dispatcher. The department says each was nominated by a panel of their peers.
