The man prosecutors say drove a stolen car in a fatal crash on Taft Highway has been determined mentally incompetent to stand trial. 24-year-old Franklin Villalta-Juarez was charged in October with vehicular manslaughter for the collision that killed 20-year-old Angel Mulley. He will be sent to a mental hospital for no more than three years.
