A dozen people who oppose Governor Brown’s plan to increase the state’s rainy day fund rallied outside the downtown Bakersfield courthouse on Wednesday. The protestors are asking Brown to take the extra $5 billion and fund social service programs, healthcare, and cost of living increases.

Brown wants to sock away the money to protect the state against future recessions.
