Bakersfield police have arrested a man suspected of carjacking following a traffic stop Monday morning on Union Avenue near Brundage Lane. Officers say Raymond Velasquez was a passenger inside a car and was detained without incident. A 17-year-old boy was booked into juvenile hall for possession of methamphetamine.
