An inmate’s death at Tehachapi State Prison is being investigated as a homicide. Detention officers say 29-year-old Joshua Powers was seen striking his cell mate Kevin Mansfield late Friday night. The suspect had ignored orders to stop and pepper spray was used to help subdue him. He has been placed in a segregated unit.
