The armed man who caused a SWAT standoff behind the Comprehensive Blood and Cancer Center in Bakersfield has been identified as 37-year-old William Fazendin. Police say he’d driven away they tried to arrest him on domestic violence charges a few hours before Tuesday’s incident. A search of his car turned up three long guns, ammo and a ballistic vest.
