Two people have been arrested for leading deputies on a high speed chase on the freeway and through the streets of Oildale. The CHP confirms the incident that began this morning around 9:00 when a woman refused to pull over, she made it back onto NB 99, where a man jumped out and tried to escape in the southbound lanes.
