A Bakersfield man has been arrested for sexually assaulting a Tulare County woman in Kernville. Tulare County Sheriff’s deputies say 54-year-old Kelly Garcia exposed himself to the victim then touched her when she asked him to leave.

He has also been charged with elder abuse.
