A reported altercation between Bakersfield Assistant Police Chief Joseph Mullins and another officer was not enough to constitute a crime. That’s the conclusion of the Kern County District Attorney’s office, which has decided not to file charges in the case. The D-A’s office says its up to Bakersfield P-D to deal with the issue internally. B-P-D officials say that’s what they are doing. Mullins is still on administrative leave.
