He’s telling residents not to go out if you don’t have to, and keep an eye on your neighbor. The National Oceanic and Atmospheric Administration defines a blizzard as “blowing and/or falling snow with winds of at least 35 mph, reducing visibility to a quarter of a mile or less for at least three hours.” The storm should last through Saturday night.
