An Arvin man accused of inappropriately touching an 11-year-old girl enters a plea in court.

Jeffrey Ruiz, 45, pleaded no-contest plea Friday after he was captured on surveillance video June 12 masturbating next to the girl who was asleep.

Authorities say Ruiz touched the girl while committing the act and was arrested later that day although he denied being the man in the video.

Another person positively identified Ruiz who remains in custody without bail.

He goes back to court October 21.
