The state is adding reward money to the pot looking to solve a Bakersfield murder. In 1990, 4-year-old Jessica Martinez went missing while playing outside her apartment complex on Belle Terrace near New Stine Road. Her body was found 11 days later in a field 10 miles away. With Bakersfield Police having exhausted all investigative leads, Governor Newsom is offering $50,000 for information leading to an arrest and conviction. This is in addition to $10,000 from Kern Secret Witness.
Under state law, law enforcement agencies can request reward money from the state. Newsom is also providing reward money for murders in Alameda County, Fresno, and Santa Paula.
