CALIFORNIA CIY, CA (KUZZ) — A search has begun for a 68-year-old transient believed to be the owner of the dogs that left a 12-year-old boy dead in California City.
Authorities are searching for Kenneth Dobbins who allegedly owns the dogs which attacked and killed 12-year-old Fernando Torres at Central Park on June 18.
Police responded to a call about a motionless person in the pond at the park and found Fernando unresponsive in the water and his 8-year-old sister suffering from severe injuries after the attack.
Dobbins reportedly has ties to California City and Palmdale.
