BAKERSFIELD, CA (KUZZ) — Gov. Gavin Newsom has signed the SCRIVNER Act into law, strengthening protections and accountability in cases involving child sexual abuse.
Newsom signed the legislation Tuesday. The law follows the April 2024 arrest of former Kern County Supervisor Zack Scrivner, after Kern County sheriff’s deputies responded to an emergency call at his Tehachapi home.
Scrivner was accused of sexually assaulting one of his minor children during what authorities described as a severe psychotic, drug-induced episode. No sex charges were filed.
Delano Assemblywoman Jasmeet Bains, who authored the legislation, tells KERO-TV, the law requires prosecutors to explain why certain charges were not pursued when the facts could support them and whether victims were consulted.
